The Guidance and Testing Center was using a variety of methods to disseminate Information, including social media platforms, phone inquiries, on- site or direct inquiries, and frequently deploy other procedures, specifically amid the Covid-19 pandemic to help and assist the students. However, these methods were found out having some issues in counseling, record keeping, and year-level examination process of the guidance and testing center. In response to the issues encountered, the researcher proposed and developed an online counseling system for the guidance and testing center that provides individual inventory and counseling service to those students amidst the pandemic and in the new normal setup, and also it provides paperless transactions where all information is being handled digitally. The NCF-Care was tested by one hundred fifty-two (152) respondents who were composed of students from the College of Computer Studies and counselors of the Guidance and Testing Center, as part of the software testing and evaluation in terms of functionality.

As a result, most counselors and students of the Naga College Foundation preferred online support over the internet amidst the pandemic. NCF Care has the possibility to help the current process of the Guidance and Testing Center on information dissemination in the future.
